Richard was looking for a way to contribute to his community and help build the quality of life. In 1993, he became involved in the Big Brothers program and took on a young man whose family had applied for participation in the program. Richard began helping with this Scout Troop after his “little brother” crossed over from the Bus Scouts, at Westminster Presbyterian. After serving as an Assistant Scoutmaster, Richard assumed the role of Scoutmaster for Troop 3. Richard continues to maintain contact with this “little brother” today.
To be a better leader, Richard availed himself of the training provided by the Boy Scouts of America and Jayhawk Area Council. He took Wood Badge in 1998. Because of his thoughtful approach to training, he was selected to serve on staff in 2000, 2001, 2003, and 2021.
Richard was able to pass along his passion for Scouts to his two sons when they were in Cubs and now Scouts BSA. Richard served as a Den Leader, Cubmaster, Scoutmaster, and currently a Committee Chair.
Richard is a huge asset to our Scouting Community. His teaches so much to each Scout he approaches…. skills, knowledge, and willingness to try new things.
Chris is a visible member of his profession frequently being called to appear in the media and quoted in press for Topeka Public Schools. Child Nutritional Services have maintained food programs for students year-around during the pandemic. Chris is a member of Fairlawn Church of the Nazarene and openly lives his faith. Chris is of Apache heritage and in past years was Chairman of the Shawnee County Allied Tribes annual Inter-Tribal Pow Wow at Lake Shawnee. Chris uses his heritage to benefit Scouts by serving as American Indian Affairs Chairman for our Order of the Arrow Lodge and by joining the Scouts at the drum in song.
Chris has stepped in when help is needed. He is a blessing and a true Scouter at heart in everything he is tasked with.

Whitney M. Young Jr. Service Award
Cheryll Vogelsberg – Den Leader Pack 132 – Pony Express District
Cheryll has served both Pack 132 and Troop 180, selflessly for many years. Her current tenure goes back 10+ years, in the capacity of Den Leader, and 3 years on Troop 180s’ Committee. Pack 132 and Troop 180 are the only BSA units in Marysville, and service 3 different towns; Marysville (3,300), Blue Rapids (1,000), and Waterville (650).
Cheryll has always volunteered at a Day Camp, and has participated and tent camped all week at Scouts BSA Summer Camp. Using her experience and training, including Wood Badge (C5-197-12) she provides leadership that is invaluable to the youth. Individually, she worked with Habitat thrifty store to acquire gently used Scout items for the Troop, which now we maintain pool of uniforms and gear which can be “earned” for low income families.
Jayhawk Are Council is Honored to recognize all the above recipients this year!
